IT Enterprise Data Governance Program Manager

 

As an IT Enterprise Data Governance Program Manager, you will be responsible for defining, developing, and maintaining strategy, policies, standards, and guidelines pertaining to enterprise data. You will develop a strategy and framework to address advocacy, monitoring, improving, and maintaining a high level of data management for mission-critical data as identified by the business owners. You will serve as a liaison with IT and Business data stewards and leads, and facilitate cross-functional team discussions for data-related matters and driving consensus around data-related decisions.

 

The IT Enterprise Data Governance Program Manager will also develop and coordinate a team of data stewards and data governance specialists for the enterprise as part of the enterprise data management program. Data governance encompasses the people, processes, and information technology required to create a consistent and proper handling of an organization's data across the enterprise.

 

Responsibilities

Functional Accountabilities

  • Coordinate and facilitate the Data Governance Council and Data Stewardship Coordination Group meetings and lead discussions with options and recommendations to address specific issues
  • Track data governance action items, issues, and priorities at the Data Governance Council and Data Stewardship Coordination Group levels
  • Develop and document methodology for implementing data governance and stewardship across the organization
  • Define, deliver, and audit consistent data governance standards, methodologies, guidelines, and techniques
  • Ensure standards and priorities for data integrity, consolidation, consistency and meta data development are met
  • Serve as liaison for data governance efforts to align with other enterprise information management (EIM) components (master data, data quality, meta data management, etc.) across the organization
  • Build and maintain relationships with a wide variety of internal organizations (business owners, practices, departments) to understand current and future information and data needs and strategy

 

Stewardship Accountabilities

  • Develop and coordinate a matrix group of data stewards responsible for the creation and maintenance of meta data of all mission-critical data including documentation of business rules and associated logic
  • Develop appropriate skills in data stewards and manage continuing capabilities of new data stewards while aligning with EIM
  • Mentor, train, and develop less experienced staff and project/business personnel who need to understand data governance processes

 

Technical Accountabilities

  • Drive the development and compliance of metrics and validation mechanisms for ensuring data quality and accuracy in conjunction with data quality teams
  • Develop master data and data quality capabilities in conjunction with Master Data Management and Data Quality teams
  • Provide recommendations on data governance tool sets and align with other data management teams
  • Plan for data consolidation and information lifecycle management in conjunction with appropriate stakeholders
  • Participate in the development of the enterprise information architecture

     

Capabilities

  • Understanding of data requirements in complex environments
  • Understanding of enterprise data management concepts and best practices
  • Significant experience or training in data governance program design and implementation
  • Significant experience or training with meta data management development and implementation including business definition development and refinement, documentation, and storage
  • Experience with data quality analysis and master data management
  • Knowledge of contemporary information management technologies such data profiling, semantic matching, data cleansing, and metadata management

     

Education

Bachelors Degree or equivalent experience

  • Computer Science
  • Business
  • Related field of study

Other

  • CDMP certification with a data governance specialization desired

     

Work Experience

  • 5 -10 years of experience in a combination of data management and data governance roles with at least 3 years in a leadership function
  • Experience with implementing enterprise data governance in a business environment, preferably in a leadership role
  • Experience with either master data management or data quality in conjunction with data governance
  • Experience with enterprise data modeling and related information management techniques
